What it proves
Quantifies the human cost of terrorism for national-security arguments.
What it does not prove: GTI counts deaths from incidents coded as terrorism under its own definition, which excludes conventional battle deaths, security-force operations and much communal or sectarian violence, so 1,139 is a floor on conflict fatalities rather than the total. A single annual figure also carries no trend: it proves a level of violence, not that violence is rising or falling, and it is not comparable with NACTA's 83,000 cumulative 2001-22 figure, which rests on a different methodology.
