What it does not prove: The 5–16 denominator spans primary through secondary, so the 35% is driven heavily by adolescents who left after primary, not only by children who never enrolled — and the two demand very different remedies. 'Out of school' also means outside formal schooling, and says nothing about whether the other 65% are learning anything.
