What it does not prove: The ~35% denominator is the 5–16 age cohort specifically, so it is not a share of all children, and the indicator counts enrolment or attendance rather than learning — being counted 'in school' is compatible with the 78% of ten-year-olds who cannot read a simple age-appropriate text. Access and learning are two separate failures stacked on each other.
