What it does not prove: These are rates — exclusion intensity within each province's own cohort — and they invert when converted to caseloads: Balochistan's ~69% is 3.5m children while Punjab's 27% is around 9.7m. Ranking provinces by rate produces a different priority list from ranking by the number of children actually out of school.
