What it does not prove: The 44% is a coverage share only: it does not record when after delivery the contact occurred or what was provided, and without mortality data it cannot be presented as the cause of maternal deaths. Its argumentative force comes entirely from the contrast with the ~84-88% reached before and during birth — a drop-off in continuity, not an absence of services.
