What it does not prove: These are rates, not counts, and the two rank differently: Balochistan's 69% applies to a small child population while Punjab's 27% applies to a vast one, so the worst-excluding province is not the province with the most excluded children. Provincial averages also flatten the gap between, say, Lahore and south Punjab inside the same 27%.
