What it does not prove: The 33.1% is a loss from unequal distribution across all three HDI dimensions — health, schooling and income — so a badly skewed schooling distribution can drive it even where income looks flatter; it is not a poverty headcount and names no one at the top. Because it is a relative loss, it can worsen in a year when the raw HDI of 0.544 actually rises.
