What it does not prove: A wallet is an access channel, not control: opening accounts for a million women records a change in payment mode, not whether she, rather than a male relative, holds the handset, the PIN or the decision over the money. It is also a count of women supported through one expansion, against a Gender Inequality Index of 0.536 that the delivery change leaves untouched.

Rebuts the claim: "Women's financial exclusion is a cultural problem the state cannot reach" — switching the payment instrument moved a million women into accounts in their own name without waiting for norms to shift.
