What it proves
Gender inequality is a major component of Pakistan's human-development deficit.
What it does not prove: GII is built from a fixed set of channels — maternal mortality, adolescent births, parliamentary seats, secondary schooling and labour-force participation — so it measures gendered deprivation in those five places, not discrimination in law, inheritance or mobility. Its rank is out of 172 countries with the required data, a smaller universe than HDI's 193, so 145/172 cannot be read against the HDI rank of 168.
Memory hook: 0.536 → 145th of 172 on women's health, voice and work
Rebuts the claim: "Gender is a cultural and social question, not part of Pakistan's economic development agenda."
