Youth policy is macroeconomic policy; jobs/skills determine dividend versus burden.
What it does not prove: The 15-29 band sits inside the 15-64 working-age group rather than adding to it, so it cannot be stacked on top of the 56.9% figure. A cohort share tells you how many young people exist, not their schooling, skills or employability — 26.56% is equally consistent with a skilled pipeline and with a NEET crisis.
