What it proves
Energy problems cannot be explained only by insufficient installed MW.
What it does not prove: 49,651 MW is nameplate installed capacity, which is not dependable capacity, not dispatched generation, and not delivered supply — hydel plates derate sharply in low-flow months and transmission constraints strand plants that are technically available. The figure is also silent on the two things consumers experience: tariff and reliability.
Memory hook: 49,651 MW → installed on paper; the shortfall is wires, fuel and money
Rebuts the claim: "Load-shedding continues because Pakistan simply lacks generation capacity" — installed capacity comfortably exceeds peak demand; the binding constraints are transmission, fuel cost and payment.
