What it proves
Capacity mix is becoming more diversified.
What it does not prove: These are shares of installed capacity, not of generation or of system cost — thermal plants still set the marginal price and carry capacity payments whether or not they run, so a diversified plate mix does not translate into a diversified bill. Hydel's 23.4% in particular is a nameplate share that shrinks in winter low flow, exactly when demand for heating peaks.
Memory hook: 49.2% thermal → the fuel import bill still sets the price of power
Rebuts the claim: "Pakistan's power system is overwhelmingly fossil-fuelled and has done nothing on clean energy" — hydel, renewables and nuclear together exceed half of installed capacity.
