What it does not prove: Full membership from 9 June 2017 is a seat at a consensus-based forum, not leverage inside it, and the date alone shows nothing about what Pakistan has extracted from membership in trade, connectivity or security terms. The twelve-year wait from observer status in 2005 is itself the point: accession was slow and negotiated, so membership marks the beginning of a bargaining process rather than its result.
