What it proves
Development outcomes remain significantly differentiated by gender.
What it does not prove: GDI is a ratio of female to male HDI, so 0.838 means women reach about 84% of male achievement — it moves when either sex's outcomes change, and would 'improve' if men's health or schooling deteriorated. It also averages all women together, concealing the gap between an urban graduate and a rural girl counted in the same figure.
