What it does not prove: A four-place slide between two HDR editions is ordinal: it can occur while Pakistan's own HDI value is flat or rising, because other countries improved faster, entered the ranking, or had data revised. Rank change across editions is also not comparable when UNDP alters methodology or data vintages.
