What it does not prove: The ~19.8m increase is the arithmetic of births fifteen to twenty years earlier, already locked in before any current policy, so it measures the scale of required absorption rather than a policy failure. It counts people of working age, not jobs demanded: how many of them actually seek work depends on participation decisions, so this number is a ceiling on labour supply, not labour supply itself.

Rebuts the claim: "Unemployment is cyclical and growth will clear it" — almost 20m people reaching working age in four years is a structural absorption problem.
