What it proves
Baseline for judging annual surface-water availability.
What it does not prove: The 103.5 MAF figure is a benchmark of average system *usage* — water actually diverted into the canal network — not a measure of the renewable resource, of demand, or of what is sustainable; a year hitting 103.5 MAF is normal, not adequate. It also covers surface water at canal heads only, so it hides both groundwater pumping and the losses between the barrage and the farm gate.
Memory hook: 103.5 MAF → the historic norm of use, not the water the country needs
Rebuts the claim: "Pakistan's rivers already deliver over 100 MAF, so the problem is purely distribution" — the benchmark records what the system habitually withdraws, not what is available or sustainable.
