What it proves
Shows the scale of women's economic exclusion and the unused labour potential in Pakistan.
What it does not prove: 22.7% is the 19th ICLS figure, which strips subsistence agricultural production out of employment — the same survey's 13th ICLS measure puts female participation at 24.4%, so part of the 'exclusion' is a definitional reclassification of unpaid farm work rather than women leaving work. It also measures participation, not idleness: the 19.86% of their time women aged 10+ give to unpaid domestic and care work is labour that the participation rate is designed not to count.

Rebuts the claim: "Pakistan's women are economically inactive" — the 117.4m in unpaid care work and the 19.86%-vs-1.81% time split show the work is done but uncounted, and the 19th ICLS definition itself removes subsistence producers from employment.
