What it proves
Gender economic inequality reflects labour-market structures, enforcement and informality as well as education/choice.
What it does not prove: Because the gap is measured per hour, it cannot be explained away by women working shorter weeks — but it is an unadjusted comparison, not a like-for-like test of men and women in the same occupation with the same schooling and experience. It also only captures those in paid work, which in Pakistan excludes most women, so it describes the penalty inside employment rather than the larger penalty of exclusion from it.
